Background:
The Implementation of Energy Plans (IEP) programme, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ in partnership with the Ministry of New and Renewable Energy (MNRE), Government of India, aims to improve the conditions for decarbonisation and the planned implementation of renewable energy in selected Indian States as a contribution to India's climate protection efforts and national renewable energy targets. The programme, building on the State Energy Plans developed under the predecessor Indo-German Energy Programme – Access to Energy in Rural Areas II (IGEN Access-II), works with six partner State Governments (Assam, West Bengal, Odisha, Goa, Punjab and Uttarakhand) to strengthen institutional capacities, improve policy and regulatory frameworks, promote gender-responsive energy policies, plans, programmes and schemes, and facilitate MNRE and partner States in implementing RE-based development initiatives. In India, the IEP country measure will work in an integrated manner with its partner States, particularly Odisha, Punjab, Assam and Goa, to deepen renewable energy penetration and boost the socio-economic conditions of selected MSME/livelihood value chains such as agriculture, rural industries, fisheries, handloom, food processing and dairy where access to and affordability of energy can play a major role in improving productivity and profitability. The intervention seeks to advance Decentralised Renewable Energy (DRE) as a distinct, distributed pathway to each State's own Solar/RE policy targets. For instance, Odisha's Solar Policy target of 11 GW by 2030 and Goa's clean energy target of 65 MW, of which over 30% is to come from rooftop solar, alongside utility-scale and grid-based expansion, and to quantify DRE's potential contribution to these targets rather than treat it as a general co-benefit. The intervention is aligned with Government of India priorities related to state-level renewable energy targets, inclusive livelihood promotion and decentralised energy access.
Objectives:
• Establishing state-level DRE programmes to help translate each partner State's energy plans into concrete, targeted implementation strategies.
• Institutionalising inter-departmental convergence frameworks that bring together relevant State departments, agencies and existing/upcoming schemes, and facilitate sharing of learnings among partner States, with pathways for appropriate policy inclusion.
• Support state governments in formulating targeted DRE programmes for priority MSME/livelihood value chains – including agriculture, rural industries, fisheries, handloom, food processing and dairy.
